1 - "Allow" citizens to exercise their right to keep and bear arms with no restrictions. This will guarantee a significant drop in violent crime, with no government expense or taxation.

2 - "Allow" the right of people to freely open and establish businesses.

3 - "Allow" the people to freely bid and compete in competition with "closed shop" unionized government workers for services.

4 - "Allow" the people to possess or use whatever drugs they please. This will end drug related crime just as thoroughly as the end of prohibition ended the mafia wars in Chicago.

5 - "Allow" the people to keep the fruits of their labor by eliminating taxation on earnings and investment and profit. This will encourage growth, investment and new capital.

Just by adopting these five bullet points of freedom, Rahm could turn Chicago into a gleaming model of the future, in a year.
