Only six people signed up for ObamaCare on the federal health insurance Web site during its problem-plagued first day of operation, according to a shocking report.

Although the Obama administration said there were 4.7 million unique visitors to the Web site on Oct. 1 and Oct. 2, Health and Human Services Department documents obtained by CBS News said only “six enrollments have occurred so far” on the first day.

On the second day, Oct. 2, enrollments were up to “approximately 100” by the afternoon and a total of 248 by the end of the day, CBS reported Thursday.

The ObamaCare program needs to have tens of thousands of people to sign up each day to meet its goal.

The low-enrollment revelation came a day after after HHS Secretary Kathleen Sebelius was grilled on Capitol Hill — where she claimed there was no “reliable data” on the number of signups.

The site has been plagued by outages since its launch, but a team of engineers have pledged to help repair the glitches that have prevented people from enrolling in the federal health-insurance exchange.

“I know it’s a very political topic,” Oracle CEO Larry Ellison said Thursday. “[But] as an information-technology company, we are doing everything we can to help.”

There were only six health insurance enrollments on the first day of the health care exchanges under Obamacare, according to notes taken during "war room" meetings conducted by the Centers for Medicare and Medicaid Services.

The disastrously low sign-up numbers didn't improve much the following day, according to the notes, which were released on Halloween night by the House Oversight and Reform Committee.

Just 100 people had signed up by the afternoon of Oct. 2, more than a day after the health insurance exchanges opened nationwide. By Oct 3, according to the notes, there were 248 people enrolled.

The notes, which were provided to the panel by a group of top contractors who worked on the website healthcare.gov., document the internal struggle to deal with the rollout's overwhelming number of glitches.

"High capacity on the website, direct enrollment not working," war room notes from Oct. 2 read. "VA system not connecting, Experian creating confusion with credit check information, residency information has a script being developed for the 900 issues that occurred."

WASHINGTON — Even though millions of people tried to use the federal health insurance website on its first day of operation, fewer than a dozen successfully enrolled in health plans, records of internal government meetings show.

The enrollment numbers caused alarm among administration officials who were publicly promoting the number of visitors to the site.

One document, from the afternoon of Oct. 2, says that “approximately 100 enrollments have happened.” By the end of the day, according to another document, “there were 248 enrollments.”

The numbers, first reported by CBS News, come from notes taken during meetings in a so-called war room established by the federal Centers for Medicare and Medicaid Services, the agency running the federal insurance marketplace, also known as an exchange.

Healthcare.gov had tallied exactly six successful enrollments by the morning of Oct. 2, new documents released by the House Oversight Committee show.

By the end of Oct. 2, the health law Web site that serves 36 states had received 248 insurance enrollments.

"6 enrollments/834s spread across 5 issuers," the notes from a morning meeting on Oct. 2 read.

"No failures...Issuers include BCBS NC, BCBS Kansas City and CareSource. Healthcare Service Corporation had the 2 enrollments."

These notes, taken at meetings of the "war room" of the Center for Consumer Information and Insurance Oversight, suggest that the health law's rollout looked just as bad behind the scenes as it did to the public, where many struggled to purchase coverage -- or even get the site to load.

Health and Human Services spokeswoman Joanne Peters said that these notes were not official data on health law sign-ups, which is scheduled to be released later this month.

Senate Finance Committee Chairman Max Baucus (D-Mont.), in a new interview, compares President Obama's new health-care exchanges and the accompanying Web site to "Humpty Dumpty."

Baucus also said he's open to delaying the penalties for those who don't obtain insurance by the current March 31 deadline, but that he thinks it's "premature" to do so.

"Let's just see how much of this can be put together, how much Humpty Dumpty can be fixed, in the next month," Baucus told KYAA-AM. "And if it looks like Humpty Dumpty's not getting put back ... together, then maybe we should start thinking about delaying the penalties.

"It's not right to penalize people for mistakes that the government's made because the exchange isn't working."
