14 money articles (in addi tion to the operating bud- get, discussed above) are as follows:
• Middleton Road Con- struction: $1,350,000 (total cost: the state will pay two thirds of the cost, leaving the town’s share $450,000);
• Town Hall Re- duced-Scope Renovation: $4,000,000 (total cost: the Friends of Wolfeboro Town Hall are raising funds for second floor costs with a goal of $1 mil lion, leaving the town’s share $3 million;
• Winnipesaukee Drive Reconstruction: $1,122,000, with principal and interest to be paid by property



• Wastewater Treat ment Plant Improvements: $250,000;
• Annual Road Up- grades: $625,000;
• Annual Sidewalk Up- grades: $100,000;
• DPW Facilities Up- grades: $160,000 (including a new and expanded salt shed);
• Temporary Relocation of Town Offices: To be de termined (estimated at $50,000);
• Library Expansion Study: $30,000 (funds from library building trust fund, with no effect ton tax rate: construction not planned before 2016

• Replace Electric De- partment Digger/Derrick Truck: $200,000 (funds from Enterprise Fund, with no effect on tax rate);
• Fire Trucks and Appa- ratus Replacement Capital Reserve Account: $176,000 (contribution to existing fund);
• Public Works Vehicle and Equipment Capital Reserve Account: $165,000 (contribution to existing fund);
• Town Office Facility Capital Reserve Account: $100,000 (contribution to existing fund); and
• Abenaki Ski Area Capital Reserve Account: $15,250.



Here are a few things you might have seen in the Granite.  I just copied and pasted and this is how it came out.  4million for the town hall?  So I guess this is coming up again this year?  Also Henry Maxfield died in case no one heard that.

That's too bad about Mr. Maxfield. I didn't really know him but the apple doesn't fall from the tree and Chip is a pretty good apple.

Is that the steep road by Camp Kehonka? It was in really rough shape a couple of years ago—I take it the "property" means the "property owners" will be picking up the tab?

Dura is his daughter, fsh.

I thought Winnipesaukee Drive was on 28 coming from Wolfeboro before the turn by Westies' Auto Body on the right, you know where you can see Rust Pond, kind of near there. But I might be wrong. I was kind of wondering the same thing myself. They have been talking about it and I wondered if that was where it is. I am sure NB can tell us.

Winnipesaukee Dr is a horseshoe shaped road that circles around Camp Kehonka Rd. One entrance is directly across from Springfield Pt Rd and the other side comes out to Rt 28 a little past Camp Kehonka and East of Suez. The property owners have petitioned the town to repair the road and lay it out as a town road. There are approximately 46 lots in there, with about 22 of them developed with homes. The repair would be paid for by the property owners, in equal shares, and added to their taxes over a 10 year period in what they call a "betterment tax". I believe there are other issues to be worked out before this is a done deal, and that's pretty much all I know. If anyone takes a ride down there, drive slow! The road is in very poor condition.

SRO at the Selectman’s Meeting

They were packin’ em’ in at the library last night, and the meeting was delayed at the start as the Selectmen were meeting elsewhere with their town-council before the meeting. The big crowd was caused by a confluence of two large issues that are destined to dominate the annual town meeting this year.

First up was a public hearing on a petition by residents of Winnipesaukee Drive to have their private road rebuilt and accepted as a town road. The town has estimated the cost to be about $1.1 million. The road is a mile long.

The private subdivision was approved in the late 1990′s. It was said that the developer made a commitment to purchasers to maintain the road until more than half of the lots are sold. It was also stated that 24 of 48 have been sold, 46 of them are in Wolfeboro, the others are in Alton. The road is a wreck. Residents have petitioned to have the town finance rebuilding the road with a bond issue, and pass the cost back to the individual lot owners through a betterment assessment over ten years.

Sounds straightforward. But towards the end, the attorney for the developer got up and spoke. He said that his client is in favor of having the road rebuilt, but there are options other than building to town specs. One, that was later described by a resident as resurfacing of only part of the road, would cost as little as $90,000.

The big bomb was when the attorney suggested that the town should consider rebuilding the road at the taxpayer’s expense. He cited a court case where a town had originally planned to do a betterment assessment, but was later sued and directed to remove the assessments.

It’s a beauty. The Selectmen decided to go forward with the full reconstruction and betterment assessment, subject to the statutory opportunity for a majority of owners to object within ten days. If the town approves the bond issue, we could end up eating the cost with a lawsuit from the developer.

There was a brief sideshow when one of the Selectmen accused the developer’s attorney of having a conflict of interest, in his capacity as the Town Moderator, should he sue the town. The attorney responded by saying that he saw no conflict and that hardly a year goes by where he doesn’t have occasion to sue the town for something.

The other big issue was the conference with the Friends of Town Hall. They announced that they have pledges for about $720,000 from 160 donors, and are committed to keeping up their efforts.

That was followed by the Town Planner with a brief slideshow presentation of a plan to renovate the first floor, part of the basement, and the second floor hall. No questions were solicited from the audience. Of course by that time most of the audience were members of the Friends and it’s their plan.

There was no discussion of any cost estimates having been developed, or what state any actual plans might be in. It’s all very hush-hush.

Nevertheless, there was great enthusiasm expressed by several of the Selectmen who couldn’t wait to vote and approve….. something. The proposed warrant article has to be returned to Town Council for review because they changed the wording and added some bolding of statements. In the end they voted to move all four of the bonded articles to public hearing.

1) Doesn't New Hampshire require that private roads must be accepted by the Town for the Town's maintenance and ownership?

2) Would Winnipesaukee Drive ever get Town water or sewers? That would be the best time to consider repaving—not after!

BTW:  

Each road that I live on is in "terrible" shape: it's the price of abutting on a dead-end road—but I prefer it that way. Wink 

Except for the occasional dusty conditions, "terrible roads" keep the speeds down. Owners there should consider that; although, the road has been in bad shape for several years.

The good news for you (maybe not) is that the road heading up your way is scheduled for repair next year. (assuming passage of the warrant article)

I'm not sure if a town must accept a road for layout, but it has already been done in the case of Winnipesaukee Dr, which is in much worse shape than the roads up by you. Top speed on Winnipesaukee Dr is no more than 3MPH. The interesting twist in that case, as Bob Lemaire pointed out, is that the developer has no plans to pay the "Betterment Assessment" without a fight, and the attorney for the developer cited the case of Embassy Estates. I'm sure you are very familiar with that locale!! Smile

I'm not sure if town water extends into Winnipesaukee Dr, but I seriously doubt that sewer would ever be extended that far. The same goes for town water, if they don't have it already.

That road has been awful for 20 years. Those residents were certainly aware of the roads condition when they moved in. That road has to be completely rebuilt.

I think It ends out on Middleton Rd. I bet the houses around the corner at Westie's have water too. I wouldn't think it would go any further than the rental place down the hill on the left ... right before the brook. Don't know for sure.

Wait a minute, that's not fair. He said it was the opinion of the writer which it is isn't it? At least it's the way the writer saw the meeting, just as when a reporter goes to a meeting it is reporter as that reporter sees it. But he also said in his later post in response to my question that he did enjoy reading about what is going on and thanked me for posting it. So aren't you getting a bit touchy for nothing??? I really would like to get some local discussions going on here.

You're very close, thanks. There are maps on the town website for the water and sewer systems and the water line goes as far as Oakwood Rd. If you look at the ground at the corner of S Main St and Oakwood Rd you'll see an exposed water line with a meter, and I would speculate that there are some seasonal users on Oakwood Rd. NH is right in that a road excavation would be the perfect time to lay down water mains, but that whole deal seems to be an unfriendly one between homeowners and the developer.
