No, he didn't. The delay was caused by the legislature and governor in Nebraska. (all Republicans)

Now, the issue is one of eminent domain and Nebraska ranchers, and ironically, (not) the right wingers who objected to Kelo vs New London are now quiet about Nebraska ranchers (all Republicans) who are going through the same nonsense. Here is a 3 1/2 year old article on Nebraska Governor Heineman (a Republican) asking Obama to reject Keystone Pipeline because of it's original route. That's why the process was made to start all over and the reason for the delay:
