Obama to ask Congress
Of course, then he has somebody to blame!! They will say no and that backs him out of the corner he got himself into by "drawing the line". Or if they do say yes, he can say it wasn't his idea, it was Congress.

He's got Kerry saying one thing on Friday and he says the opposite the next day. I think he chickened out. It's like he abdicated the president's responsibilities.

I wonder if mainstream progs will denounce Congress as being "obstructionist" for performing their constitutional duty and blocking Obama from carrying out an act of Bush/Cheney foreign policy?

1. If Congress says no, he walks away from those who wanted it.
2. If Congress says yes, he is no longer to blame for the consequences—if something goes wrong.

Of course they will, Anti. It is exactly what he wants. He feels protected either way. It's somebody else's fault-his motto throughout his whole presidency.
