"[Governor Brownback] proposed a flat tax with a small budget accelerator," Brownback said Friday during an address to the Great Topeka Chamber of Commerce, according to The Topeka Capital-Journal. "What I got from the Legislature was a naked tax cut with none of the pay-fors."

Brownback added that he "took it because it was the best we were going to get."
