Cities and towns won't be forced to do it, but if they don't, they lose their Fed money. This is an all too familiar tactic used by the FedGov to control what cities/states do.

According to this article " It is a tough sell for conservative."

I kind of think it would be a tough sell for liberals too if we are talking about their backyard. Just sayin'
