Use bolts, to prevent another failure or loss.
Using epoxy, this is how to access tiny spaces. Saw an access hole, put the bolts in, epoxy a flap of 2 fiberglass cloth layers to the backside of the cutout piece, then pull the cutout piece into place—epoxy and fill—sand and paint and you're done:
