I agree WHL. Pelosi is very hard to understand. I think she has partisan backup phrases she spouts when she doesn't want to answer something.

I too believe that there is no way we (humans) cannot be having a negative effect on our worlds atmosphere. But why harm America's economy for feel good policies that get negated by China and India?

Unfortunately, one scheme to limit coal burning by converting China’s plentiful coal supplies into synthetic natural gas (SNG) presents a host of other ecological worries. To date, China’s government has approved construction of nine large SNG plants in northern and western China, which are projected to generate 37 billion cubic meters of gas each year when completed. At least 30 more proposed plants are awaiting approval.
None of these planned plants are located near large Chinese cities, so the emissions generated in producing the gas will not hang directly over metropolises. But that doesn’t mean the coal-to-gas conversion process is clean. According to a new study (PDF) in Nature Climate Change, the entire life cycle of harvesting coal and turning it into gas produces from 36 percent to 82 percent more total greenhouse gas emissions than burning coal directly—depending on whether the gas is used to generate electricity or power vehicles.
While the most-polluting stages of energy generation could be moved farther from China’s population centers—perhaps allowing for more brighter, cleaner days in Beijing—the net effect could be to accelerate global climate change, argue the study’s authors, Chi-Jen Yang and Robert Jackson of the Nicholas School of the Environment at Duke University.

In a recent article, I concluded that global CO2 emissions will continue to grow rapidly in the foreseeable future. In this article, I look at who are the biggest offenders, both countries and fuels.
The Countries and Regions
Table 1 lists the countries and regions emitting the most CO2. China now is the largest emitter followed by the US and Europe. In 1971, 57% of global emissions came from the US and Europe. In 2009, their share had fallen to 31%. Adding China brings the 2009 share of these 3 to 55% of the world total. The emission of this group exceeds the emissions of the Africa, Latin America, and the Middle East combined.

Coal-country Democrats aren't eager to talk about the Environmental Protection Agency's new emission regulations for power plants expected to be released later this week, which could put them in a tough position between the pressures of regional politics and party loyalty.
The new limits are expected to effectively require carbon capture—a still-developing technology—for all new coal-fired plants in order to meet emission standards. That has drawn backlash from many in the coal industry, but most Democrats from coal-heavy regions have largely been hesitant to speak out.
The regulations are a cornerstone of President Obama's action plan for addressing climate change, with coal-burning power plants known as one of the largest sources of greenhouse gases in the country. But the coal industry, producers of a relatively cheap and abundant energy source, would be hit hard by the EPA rules, as higher operating costs for power plants lead utilities to switch to lower-cost and lower-emitting natural gas.
