The article is a piece of pure logistical fallacy and liberal deception. It is clearly politically motivated by pro-union types who's agenda is to steal as much as they can from the taxpayers.
In Kansas. A decrease in revenue should be expected and planned for with spending cuts, and it appears they have fallen short in the planning department. Failing to cut spending enough is their problem, not cutting taxes - plenty of other places have cut taxes and not experienced these problems.
If tax hikes work so well to stimulate the economy, how come Illinois and Maryland are experiencing similar or worse problems than Kansas is now? The only two states that could be considered economically successful during the past 5 years are Texas and North Dakota, and both of those are part of that maligned group that have low taxes and "no basic government services". You can say what you want about whether they'd be better off if they followed different ideas, but lower taxes and fewer services has certainly not hurt their state to any significant degree. Also, I don't get this furor over the tax cut decreasing revenue - isn't it the whole point of cutting taxes for the government to take less money from people, so that those people can use that money to improve their own lives and make their own decisions about their future, thereby benefiting society as a whole?
Forcibly taking money from people in the form of taxes and sending it to some other purpose such as "government services" only redistributes funds in the economy; the act of taxing and spending does not create value or wealth of any kind, whereas the original owner of that money would have used it to create or purchase some value for himself and the other party to the transaction.

Kasich is another one on the ropes. It looks like the Republican brand is wearing thin with their scorched earth theories. That's about 6 Republican governors who are now in a scrap to get re-elected.

Your source traces its origin to the New York Times. Typical hit piece, right on schedule as loser Sebelius campaigns for the Democrats.
So you wouldn't trace the lack of revenue to the Obama "economy", where fewer people are working, thence less tax income for the state?

In a thriving economy the tax cuts would work as it should.

That's what Grover Norquist and the Tea Party has planned for us, and shame on us if we let it happen. OuterLimits is trying to tell us that Brownback didn't cut spending to match his cut in revenue, but the philosophy of Supply Side economics is that the low taxes will stimulate growth and revenue and there is no need to cut spending. The philosophy of Norquist is to reduce the size of government so severely that it will circle the drain and go down. The problem with that for a government leader, whether it be a governor or mayor, is that you still have to provide services to your citizens and you can't do it without any money. Grover Norquist and the Tea Party don't give a crap about that, they only care about the bottom line. It's too bad that we have so many spineless politicians who won't buck Grover Norquist.

Very true.....but I do see a little hope in several of the recent primary's. Seems that quite a few common sense Repubs are taking it back from the loonie TEA-baggers... that's, at least, the right direction.
